Green Hit: renewable energy for small localities

Overall project objective: To enable regional and local authorities and other stakeholders of Leningrad Oblast and Tikhvin district to improve their capacities and methods in relation to environmentally friendly renewable energy technologies and thus to contribute to improving health and quality of life of the citizens of small localities of the Finnish-Russian neighboring area.

Total Project Budget:  1 694 724 Euro (incl. Grant: 1 355 779   Euro, Partners Co-financing: 338 945 Euro)

Project activities: 

  • Survey of municipalities and available facilities and research of possibilities of biofuel production and use in the pilot region
  • Planning, establishing, equipping and making operational of the pilot project – Biofuel heating facility
  • Training of the personnel directly involved in running the newly established facility and selected representatives of other municipalities
  • Holding of workshops and conferences to disseminate bioenergy information, experience of wood fuel production, storage and burning,
  • Dissemination of best practices and promotion of renewable energy production in various distant regions of Russia, where wood fuel resources are available,
  • Study tours to Finland for Russian staff of newly established energy plant and other relevant specialists/professionals

Final beneficiaries

  • Communities of Tikhvin district and other municipalities of Leningrad region which have been identified relevant for dissemination of the introduced technology (18 districts and more than 200 sub-district level municipalities);
  • Specialists responsible for environment protection in cross-border regions;
  • Manufacturers of bioenergy equipment and technology providers from both sides of the border.
  • In the long run – population and local communities of the Programme area.
  • In Russia – innovative best practices of bio energy strategies are disseminated and efficient biofuel heating systems are introduced.
  • In Finland and in Russia – local communities that will benefit from reducing  environmental tension due to air pollution caused by the outdated and polluting heating systems.
  • Long term impact will target the whole cross-border area.

Main outputs: 

  • Feasibility study and technical documentation for the Biofuel heating facility in the pilot municipality of Tikhvin district
  • Established, equipped and made operational the pilot project – biofuel heating facility
  • Trained personnel directly involved in running the newly established facility and selected representatives of other municipalities – at least 10 pers.
  • Established contacts between producers, suppliers and consumers to attract advanced technologies and practices developed in Russia and Finland.
